If you are launching your game for the first-time; the game may require some time to configure itself in accordance with your system settings (this is normal).

- Select the Local files tab and click the Verify integrity of game files... button.

Point your mouse cursor to the lower right corner of your screen > Settings > Change PC settings > Update and Recovery > Check Now
Start Menu > Control Panel > System and Security > Windows Update (Check for updates).
Add STEAM/game to Firewall Exceptions
Your firewall could be, without user warning, blocking STEAM and/or your game from being able to launch; check your firewall settings and ensure that both STEAM and your game are exempt.
Turn off Steam Overlay i.e. friends list, web browser, & chat.
It may be the case that STEAM services are inadvertently stopping the game from launching; go to your library, open the properties of your Total War game. In the General tab disable Steam Overlay.
STEAM Workshop Mods could be stopping you from being able to launch your game; using the Mod Manager, deactivate and delete STEAM Workshop Mods from your game.
